City of Oakland Public Works Agency addressed this issue on 02/25/2013, service request # 446315.

I uploaded a photo from today. This bike sharrow has not been repainted, so I have reopened this issue.

This is on MacArthur, in front of Oakland High, headed toward Park Blvd.

The City of Oakland said that EBMUD was responsible for the street work which caused the sharrow to be removed, therefore the issue has been referred to EBMUD.

Oakland's Right of Way management department is responsible for verifying that EBMUD fix the problem. The Oakland PWA assures me that this has been done. The ticket was accidentally closed by the city, and will be reopened.

Both EBMUD, PG&E, and Caltrans are terrible about repainting bike/ped street lines properly after doing work which involved any street paving. Although it is supposed to be a requirement I would say it happens at only about a 20% frequency. Since they are often doing work without the city's knowledge there is very little oversight, and stuff only seems to get fixed when individuals report it. Very frustrating, and a waste of time and money for an already cash-strapped city.

That's interesting, and discouraging. I was told that the responsible department is Engineering Design & Right of Way Management. They are supposed to inspect work done by other agencies, and sign off on it. My guess is that this department sometimes misses bike lanes. Let's nag them and make sure that the everything is repainted. I will see whether my year of requests will make a difference for this sharrow.

When it comes to contractor work the city does get to sign off on it, but individual utilities can do work with no oversight whatsoever. The city couldn't keep up anyway, since there is so much going on simultaneously. The planners I have talked to in Oakland and Berkeley are very frustrated by it but they have no power to force the utilities to take more responsibility. When something does get fixed it usually ends up coming out of the city's pocket, and not the utilities'. I have dealt with a similar issue regarding terrible signage and accommodation when utilities are doing work which affects the right of way for bikes or pedestrians. They really just don't care.

This problem still has not been fixed.

The Engineering Design & Right of Way Management has been contacted again by the city. It has been over a year since this sharrow was removed.

This problem was referred to Fred Loeder of the Engineering Design & Right of Way Department.

Fred's number is 238-6348, but he does not return phone calls. After a year of waiting for this problem to be fixed, I have called his supervisor. This request is now assigned to someone else, but we can't find the name.

His supervisor is Kevin Kashi 238-7116.

I talked to EBMUD. Their pavement department is being notified. The address EBMUD is using is 1023 MacArthur Blvd. Confirmation number is 9048163.

Yes, this has definitely been fixed. It took a while, but it was fixed at least a year ago.
