There are several potholes all along Raye Drive in the neighborhood, Forest Grove. No one claims responsibility for this road and the homeowners are trying to maintain it, as best as possible, however the road continues to crumble. Whose responsibility is this?

Roads in the unincorporated area of the county are either public or private. In all North Carolina counties,public roads in unincorporated areas are maintained by the North Carolina Department of Transportation. The exception is private roads that have not been handed over to the NCDOT. These roads are maintained by the owner, subdivision or Home Owners Association. To contact the NCDOT please call 341-0500.
Within the Wilmington City limits, the Streets Maintenance Division usually maintains the roads. Their phone number is 341-7879.

Raye Dr, in Forest Grove, is dedicated as a public right of way on two recorded maps.
However, while it is dedicated as public right of way, We called the DOT at 341-0500 and they said that they do not maintain Raye Dr. Sometimes a road can be decidated as a public right of way but not adopted by the DOT. To petition for State maintenace you can submit an SR-1 form which can be obtained from NCDOT or from the County Commissioners office at the New Hanover County Government Center.
