There are homeless persons who somehow cut the chain and lock off private property I reported this issue before and all that was done was a chain and lock being put on the gate but the homeless and all there garbage and their tent are still in there, these certain transients are known for their fires and feces and garbage I don't understand why they were locked in there or allowed to stay in there
