Description

Rats are all over the back alley. Neighbors (3515 Holmead Pl NW) do not have a trash can and are throwing garbage bags on street, which the rats love. Seems the neighbors have a recycle container with a broken lid but the material in that rarely gets picked up (mixed waste?)
