From a code enforcement point of view this specific complaint will go nowhere because it was submitted from 'an anonymous user', which happens a lot from the 311 app.

Yes multiple times as I stated in my comment. Law enforcement drives the same roads we do. I find it hard to believe they do not see these same issues that we are writing about.?
('multiple times' wasn't in your comment, and neither was any mention of reporting previously. Perhaps the comment failed to post)
SSD is working on an 'intelligence led policing' model now, so if there's no complaint or report to go on, chances are nothing's going to happen. The unit that deals with homeless issues has asked to be directly notified of these sorts of things; their email address is listed above.
Just to clarify, this illegal encampment will continue to be ignored by law enforcement unless the taxpayer reporting it follows a specific chain of command process. Of course we all know this is not actually a law enforcement issue, it is a growing social problem that will only be solved when state institutions are restored to house and care for these chronic mental illness cases. Tossing them in jail will not solve the real problem. These folks are mentally ill and should be compelled to residency in a safe secure environment where they have a chance to recover and then rejoin society.
