Almost ALL of the beautiful magnolias along the offramp from 64E onto 3rd St are dead. Water bags were not placed around the trees when they were planted, and they weren't watered, and surprise surprise, they are dead. Please replant the trees and maintain them. If RVA needs citizens to complain to VDOT, let me know.
