I46 dispatched for site visit. Upon arrival I46 observed the additional structure while viewing the backyard from the park at the corner. I46 knocked on front door and no answer. While I46 was on property, contractor arrived, refused to provide name. I46 called homeowner. Posted 1st notice. Scheduled follow up.
