Dear Hartsville resident, I appreciate you taking the time to notify me of the issue. I conducted a site visit on May 5th and sent a letter of Public Nuisance to the owner of record. The house does not seem to be in disrepair according to the International Property Maintenance standards or our Ordinance. I have asked that they clean the lot up and cut down all of the overgrowth. I will give an update as soon as more information is received.

There has been an issue with the grass getting outrageously long and attracting mosquitoes etc for at least 3 years running.
Complaints are made early in he season but it usually takes the better part of the summer for the grass to be cut for the first and final time. There should be something we can do to keep properties maintained at perpetual problem properties.
Maybe this is something that can be addressed by City Counsel or whoever sets that sort of guideline.

We are in the process of getting in contact with the owner of the property in order to get the overgrowth contained. We use the International Property Maintenance Code (IPMC) for any property that needs maintenance within the city limit. Unfortunately, due to some homeowners living out of the state or out of city limits, we are only able to cite the property and get them to clean it when needed. I apologize for the inconvenience and I will update with more information as it becomes available.

I dealt with an issue just like this for well over a year. My suggestion would to be get with a few surrounding neighbors and go in and clean it up. Once the neighbors saw we were cleaning up they just came over and pitched in, once you go in and do a major cleanup it was easy to maintain the grass cutting and the neighbors helped with the grass cutting. Just something you may want to think about, it worked for us and we were all happier with less unwanted wildlife and bugs and a much nicer looking community.

I think the owner should do that.

We have repeatedly sento our codes enforcement personnel to the site. Letters have been sent to the property owner and have been returned to us. Contact numbers that have been found have gone unanswered. Unfortunately, with issues of absentee owners complaince is more challenging. We will continue to keep up this effort and research other avenues for enforcing this issue.

How many years will this be allowed to continue? What exactly is the ordinance language regarding upkeep of property within the city limits?

How are taxes paid on this property? Maybe the county has a valid address for owner.
