I know this is private property, so I don't know what can be done with these, but as for the Stafford Diner, I could clean that up quick with paint remover. As for the back of the gas station, if the owner supplies the paint, I'd paint it myself, when it gets warmer out. Maybe planting climbing vines on the back of the gas station would look better than painted concrete blocks and block any further criminal mischief.
