In the alleyway of the 800-900 block of Delview Drive there has been a stream running down the alley for over 10 YEARS. The borough has promised to fix this problem but 10 YEARS later the problem still exists. During the winter the alleyway is a sheet of ice, during the summer it is a stream complete with algae.

Years ago the residents of that block had attempted to fix the situation, which it did last for a long time but over the course of time water will find the path of least resistence. the borough is aware of this issue and is trying to find ways to help the residents repair this problem. but like a previous post stated, the driveway is the home owners responsibility. the residents of that block need to come together and work as a team to tackle this problem. thank you

If the water is from an underground stream like dave says, then it is the residents responsibility to do something.
If the the water is from an underground water main that broke on a lateral between the water shutoff and a house, then it is that owners responsibility.
If the water is coming from the water main (not lateral) under the alley then it is the water departments problem.
Based on what I read above, this is likely just a high water table. Can't do anything except live with it.

It was always my understanding that the residents did not own the driveways nor the sidewalks but were responsible for maintaining them.
