Description
When turning left at any intersection you normally would pull into the intersection and wait for the light to turn red then follow through with the turn. When this poorly timed light turns red and you try to follow through with a left hand turn the oncoming direction remains green.

One is not supposed to pull into the intersection and wait to make a left turn. Technically, you are supposed to wait behind the stop line (or crosswalk) until you can safely make the left hand turn without stopping.
As for the signal, some traffic signals, particularly in Western NY, operate like this. Those signals also have a yellow rectangular warning sign hanging on the span wire near the signal. In black letters it says, "Opposing traffic may have an extended green". This is a standard regulatory sign and is in the Manual of Uniform Traffic Control Devices (MUTCD) published by the Federal Highway Administration.

This is a quote from the drivers manual linked above.
Example: You want to turn left at an intersection ahead. A vehicle is approaching from the opposite direction, going straight ahead. You must wait for approaching traffic to go through before you turn. You may enter the intersection, however, to prepare for your left turn if the light is green and no other vehicle ahead of you is preparing for a left turn (see "Turns" later in this chapter). When you enter the intersection, stay to the right of the center line. Keep your wheels straight to avoid being pushed into oncoming traffic should a rear-end collision occur. When approaching traffic clears or stops for a red light, complete your turn.

Exactly, I used to work as an accident investigator for an insurance company. You are able to enter an intersection under a green light and wait for an opening to turn as long as there is not a car in front of you also waiting to turn left.
The light controls your ability to enter the intersection, as long as you enter under a green light, you can wait there until you can make the left.
