If this is an invalid request, then why are you sending someone out to investigate? Shouldn't you send someone out to investigate first and then say whether this is or is not an invalid request? As it stands this is a serious accessibility violation. How is a person in a wheelchair supposed to used this sidewalk? There is not a sidewalk on the other side.
