People speed through this residential area (15th Street from Hoosick St. to Frear Park Rd.) hitting speeds of 50 MPH on a city street. A few weeks of random speed control would slow people down,
It's because there are too many stop signs in a short stretch of street - this caused people to floor it out of annoyance between the far too many stops. Studies have shown (both here and in the UK) that when excessive stop signs are removed, traffic slows.
There are no stop signs between Hoosick St. And Park Blvd. None at Sausse Ave and none at Mass Ave. Just a stop light at Park Blvd. The next intersection is Frear Park Rd and technically that's a yield.
There are also many young children on this street. There is no reason to speed through here because of the low number of traffic devices, one can make it from one end to the other with little to no interference.
