the dumping continues. the same offenders repeatedly dump on the side of penrose and, even though it is against county ordinance to dump, they are allowed to do it. the tidal drainage ditches along penrose road need to be cleaned out by the county. please.

Meanwhile, months and months later, no, this problem has not been solved. The drainage ditches are disgustly full of debris. The County is pathetic that they cannot do their job. Pathetic.

The County hand ditch personnel has been reduced from 4 crews consisting of a crew leader and 3 laborers in each crew to 1 crew leader and no laborers to maintain all of the Unincorporated Chatham County. I understand your flustration, however the County's hand ditch program is doing the very best it can with the resources it has. We all can help by not dumping debris into the storm system and report to the Sav-Chat Metro Police when we see people illegally dumping.

I appreciate someone from the County finally responding to this issue. And I do know that times are tough and personnel has been cut. However, the drainage ditches on the west end of Penrose are consistently cleaned out, the ones to the east have not been cleared in two years. If I actually "saw" someone dumping, I would call the police. Understandably, the dumpers aren't doing it in front of witnesses! However, it is absolutely obvious who the dumper is. The drainage ditch adjacent to his property is completely filled with grass clippings and now with white stone that he has put on his driveway. I am so disgusted with this person for dumping, but other than report it to the County, what can I do? Every year we get a statement about flooding problems and how to help out. One of the things is to notify authorities to report dumping. I've done that. Over and over and over. Still the ditches are full of muck/yuck and breeding grounds for mosquitoes. And now, as reported a post or two ago, the person is driving their lawnmower across the street diagonally and dumping their clippings into the drainage ditch adjacent to the tidal marsh. Maybe a couple of "NO DUMPING" signs would help. Though, also as mentioned before, the County did erect one on another location on Penrose where people were dumping their clippings and in short order someone had knocked it down. I sent the dumpers a letter a couple of years ago and asked them to stop. To no avail. -- I know this isn't the correct dept to address this to, but why can the County spend $$$$ for new sidewalks and bike trails on Wilmington Island, yet can't clean out the drainage ditches on Whitemarsh? Rheotorical question, that.

The County did come out and work hard for a couple of weeks cleaning some of the drainage ditches on Penrose Drive, but it was on the west end of Penrose. They still failed to clean out the ones at the location I was referring to on the eastern end, around the addresses of 145 to 160 Penrose Drive. Maybe they don't realize these are drainage ditches? They are as full as ever. One of them is completely covered over on the drainage end from people dumping their grass clippings. When it rains, the water sits there and stagnates. It's going to be bad come mosquito season.

today, 10/24/12, these drainage ditches/canals are still badly clogged up. one in particular is so full of grass clippings, you really wouldn't even realize it's a ditch if you hadn't seen it previously. The County has been keeping the ditches are on the western end of Penrose cleared but for some reason they have never cleared these. And some dunderhead in the area is still dumping his grass clippings in the ditch. What an idiot. They'll be the first to cry when we have storms and their house floods because the water cannot properly drain off. :0(

(Now, to the NEIGHBORS who dump their grass clippings in the drainage ditches -- stop being a SCROOGE!!! Purchased some kraft paper bags for your clippings. The County picks them up weekly!)
