Description

I have witnessed the homeless at the Chinese Garden Park stealing city water from the exterior water spout located on the side of the preschool building for years. When the homeless are done filling their buckets, they often leave the water running for days.

FYI: The homeless have their own tools to turn the water on/off.
Suggestion: Completely disconnecting the pipe.
