Cable conduit was filled with foam. Someone broke open the plastic covering with a crowbar, dug out the foam, and left the whole mess all over the sidewalk. Don't know if this is the adjacent property owner's responsibility, the utility's or the city's, but it is a mess on my sidewalk.
