The Country, State, County and City's have allowed the problem to become so large they do not know what to do. These street people do not like each other, they do like the government, the police, they do like the public unless the are getting a hand out. Most are not houseable due drugs, booze, rules, mental illness combination of all of all four ect. Where do put the 500 thousand people who really do not want help. We use the NIMBY approach in our neighborhood. We make it difficult to be here so we are down to about a dozen die hard's. No win situation.
