I doubt it'll be resurfaced soon - it was last resurfaced in 2007 and the pavement condition rating is 72 (out of 100) when it was last tested in 2013 (Click on the segments on this map for the pavement condition info: http://ral.maps.arcgis.com/apps/OnePane/basicviewer/index.html?appid=593854f94e9049e28ee8966117a5ccd6)
If potholes are a problem, you can also email pothole@raleighnc.gov or call 919-996-6446 to see if you can get them filled.

Not sure what is the case here Caroline but if you email and call that contact in my last comment, you may have a better chance of getting an answer about the particular issue (also contact info for the Engineering Services department - http://www.raleighnc.gov/projects/content/Departments/Articles/EngineeringServices.html)
Sometimes cities will require new developments to provide roadway improvements in exchange for being allowed to develop at that location. Not sure if that's the case with the new apartment building at Oberlin & Smallwood (doubt it though). I haven't driven that road in a while but from your picture, the road condition doesn't look all too bad (see some cracking but nothing terribly structurally with regards to the pavement) - I'll pay attention next time I'm going to Harris Teeter. Hope that helps! I wish SeeClickFix would be a little more descriptive about why issues are closed or how they've been addressed.
