Frequently vehicles ignore the red lights that protect the crosswalks leading to the Paul Dudley Bike Path, as they either leave the rotary to cross the BU bridge, or leave the bridge to turn right onto Memorial Drive. The rotary is heavily congested and I understand why tempers are short, but treating the red lights as though they are optional creates a highly unsafe situation for both cyclists and pedestrians attempting to cross in this area.

Doesn't mean it never happens, but I've never seen anyone ignore the red light which controls access from the rotary to the BU Bridge going towards Boston. I see it fairly often, though, on the Cambridge-bound side -- making the right onto the entrance to Mem Drive.
In fact, technically, since there's no sign to prevent it, turn on red is allowable, at both of those intersections. It would help de-congest the rotary if drivers would use that option, going towards Boston. (But stopping, first, before proceeding, of course.)
