Grocery carts from nearby Kroger are strewn all around intersection of Hammerly and Gessner. This is a continuous problem - one that the COH and Kroger must resolve together. The HEB on Kempwood and Gessner has resolved this by putting locks on their grocery carts - time for Kroger to implement similar tactics.
