There is several missing water meter covers in the surrounding area due to the April tax day flood. Some is still missing to this day. I could be wrong but I though it is homeowner's responsibility to replace them.

Homeowners' property typically does not extend pass the public pavement/walkway as in this case. To me, this water meter cover/lid is no different than the storm drain manholes. This spot is in a heavy foot traffic area (e.g., kitty corner from 13 Celsius Bar) and almost impossible to spot it in the dark. It's really a broken ankle incident waiting to happen
I believe you are right Thomas. Or alternatively notify the water department. Or, you know, look around for the cover, we've got about 4 around us that floated from some poor scamps' water meters. I'd offer them by they are upstream from Anita and not likely to belong to this meter. And about the "lawsuit" pointed out, the meter owning picture taker aware of the hazard and not correcting it might want to cover the hole.

Hung and Thomas, I just spoke with Houston 311 and this was addressed on December 5th at 2pm. They stated that the cover was found on the grounds of the property and replaced. Please let me know. Thanks.
