It's more helpful to get license plate number, as well as vehicle description, and suspect description and call OPD immediately. They can then get officers in the area (if available) to look for the vehicle(s) involved. They can also make sure they suspect(s) return to the location and pick up whatever was dumped, as well as site them for illegal dumping.

Fixed. They hauled the stuff away today.
