Down the street from my home on West 47th St, there is an apartment building with hundreds of units and not enough dumpsters. Virtually every week, the dumpsters are completely overflowing with trash, and it's blowing through the surrounding community. This problem has been going on for years, and the city does not seem to have the ability to force the property owner to improve its trash collection. Clearly the property owner does not want to spend the money to have enough dumpsters or to have them emptied more frequently. Help!
