Description

The vehicle has a flat right rear tire and has been sitting outside of a vacant residence for at least the whole month of October. The owner of the vehicle cannot be reached. Neighbors are complaining because the vehicle invites unwanted poor upkeep of the neighborhood. Broken windows theory.
