This issue has been reported numerous times.
The response I got in August: "Your concerns regarding this property were received and notated by the Division of Property Maintenance Code Enforcement for the City of Richmond. However, there is an existing case in our system and the Inspector has been actively working on the same issue you presented. The controlling reference number is #4175-2016 existing wej ."
