City of Oakland Public Works Department addressed this issue on 10/14/2016, service request #688143.

On Oct. 10 PW did clean the garbage out of the drain, but as you can see in the photo, there is standing water because the drain, itself, is clogged - as are nearly all the drains in this neighborhood.
It's not enough to sweep it out - the drain itself will have to be unclogged in order to function.
