Residents should be fined when they do this. This is why there was a report on this site yesterday for storm water backing up into a basement thru the floor drain.

For what it's worth, the resident at 3109 did not do this. Residents had been trying to get the tree removed by the city since June, but the city said they couldn't because of cars blocking the sidewalk. The city did not opt to post signs notifying residents of scheduled remove, and instead encouraged and is aware that the tree would be moved to the street to be accessible for removal. We all hope it will be gone soon.
