Descripción
The cover to a water valve (I think it's a water valve) is missing. The valve is in the middle of 11th St within the crosswalk crossing 11th St on the west side of Clay St.
There was a traffic cone inverted and stuffed into the valve opening, but now other materials are piling in there. It is a hazard to pedestrians especially those in wheelchairs.
