Town Clerk's Office assigned this issue to Code Enforcement Officer

This is a problem all over town. It is an eyesore, but more importantly it has an environmental impact. Consistently parking on lawns kills the grass and compacts the soil causing runoff. This is exactly why the town has paving restrictions in place. This compacted soil is almost as hard as asphalt. It seems most do this out of shear laziness. There is room in the driveway to park one car behind another, but that would mean moving one car to move the other! Parking on lawns has been reported numerous times on this site but has been virtually ignored by Code Enforcement and the Town.

It is not ignored. It is enforced following the provisions of Chapter 40U of the Massachusetts General Laws regarding housing code violations. Under this law, the Town must notify a property owner of a violation and allow two weeks to resolve the issue. If, at the end of two weeks, the owner is still in violation, daily fines are assessed. Unpaid fines are placed as a lien on the property. Regardless of these procedures, there is no guarantee that the homeowner will comply and the law does not allow for the Town to enter onto private property to maintain it or remove the vehicles. A inspection was conducted on the property today. My findings no vehicles were parked on the premises. A 40U Warning will issue with a copy of Town Bylaw Parkin on lawns is prohibited in the town of Randolph. There were present dead tree debris in a pile that should be discarded also that will issue in the violation.

I would not say it's out of laziness as to why the vehicles are parked on the lawn. There are multiple people (unrelated) living in the home zoned as a one family house.(Owner is Asian residents are not) The renters probably do not want each other moving the others cars.

Occasionally there are 6 to 7 cars on the property and the driveway can only accommodate 2 to 3 cars

Spoke to Owner he will comply car was removed at visit on to driveway.
