After reviewing the picture you posted, it appears that this is on private property. According to our bylaws, fences are to be no higher than 6' tall. If you have an issue with the construction/height, you may want to consult with the Building Inspector. The DPW would only become involved if the fence was constructed within the Right-of-Way.
