There is a cable that is supposed to be holding up this light pole or electrical pole and it's not really doing anything and it's absolutely in the middle of the sidewalk creating an obstruction for walkers

I realized that right after I typed it. You can see the ground wire behind it. Is is a support wire, but I don't know where else they could put it and still maintain integrity.
These wires are not uncommon. I've never seen anyone trip over one.
