Description

A newer white Dodge Ram quad cab came up Grass Valley at a high rate of speed then drove along the frontage road alongside Skyline with a bed full of branches. We walked back to the car and there they came back up the frontage road with nothing in the bed of the truck. The people were two light skinned Hispanics. I tried to get the license plate number but it had black paper plates. Here is a picture of what they dumped.
