Description

There is an area near a relatively recently placed speed limit sign that collects water with what appears to be soap or detergent floating on top. It is wet nearly all of the time, although it dries out on a hot, sunny day. My dad is in public works and told me to report that it's most likely a sewer leak in light of the close proximity to a speed limit sign.
