The City of Virginia Beach has resolved this issue

This storm drain connects to a concrete pipe that runs under Lake Christopher Drive and terminates in Lake Christopher. This shows on City of Va Beach Dept of Public Works Stormwater Management System drawing ST1465.DGN entitled "Lake Christopher Drainage System" dated February 2001. The drain serves the property it is installed on and also the very large church property behind the adjacent fence. During heavy rains a large portion of the front yard of 1753 Lake Christopher Drive floods and drains slowly because the drain is constantly obstructed by leaves and debris. The homeowner of 1753 Lake Christopher Drive will be advised to keep the storm drain clear. Thanks for you advice and assistance.
