Description

Resident reports that the trash crew is not thoroughly emptying the trash toter during collection. The crew doesn't bring the bin to the truck to be emptied mechanically. Instead, the collector reaches into the bin by hand and manual removes bags. Often times the collector doesn't remove all of the bags.

Please address this matter immediately.
