this street is on the residential street sweeping schedule for service, any other debris etc falls under city code, residents are responsible for maintaining in front of their property up to edge of pavement

I am sorry this is not fixed. The area in question is in front of what is used as a public path between Sand Pine Rd and the path that runs along the Cape Henry Drive. I totally agree residents are responsible for the area in front of their property to the pavement (? Is pavement the blacktop of the road or starting from curb?) So the question who is responsible for the overhanging vegetation and the resulting debris? Now to the side of the path the homeowner could do some cleanup which would help.
