There is a discarded water heater in the front yard of the rental property next to ours. It is an addition to a property that is already neglected and a blight. The property owner is non responsive as is the man who frequents the property. I don't believe anyone lives there although there are 2 German shepherds in the backyard.
We've lived next door to this dump for 15+ years. I'm fed up with it. What can be done about getting it cleaned up?
