It might sound crazy but the seagulls and squirrels are doing it. I've seen them pick things out looking for food. Having the trash cans with hinged lids would fix the problem.

A new "Don't be a Litterbug" campaign and perhaps enforcing of the law with some fines might help. There are littering laws, speeding limits, noise ordinances. Why don't we enforce? We need the money!!
The whole Cove is like a trashpail for the brainless who speed through here every day like it was a racetrack.
