In most cases the sidewalk is the responsibility of the homeowner, in accordance with City Municipal Code Title 10 (you can read the Code here: http://bit.ly/11cZkdr).

Thank You for reporting, There are multiple problems with this issue. Sidewalk, Storm Drain and Tree root damage. It is not a quick fix and we are currently trying to figure out how to address this situation, Thank you for your patience with this matter.
Thank you for reporting this. We have reviewed the problem and the repair will be fairly expensive due to the potential replacement of storm drain inlet and piping. Unfortunately the City does not have current funding set aside for this type and size of problem.
We have placed this location on our list of needs and will keep it in mind for the first opportunity where a funded Public Works project is planned for this area and can accommodate it.
