I don't know who is responsible for alley repairs in UD Twp. but you should call UD L&I 610-734-7613 to find out NOW. 4 days does not seem a reasonable amount of time to allow for a fix as this probably requires a contractor of some type to properly fix alley potholes. Whose name or what Dept. name is on the notice and is there a contact # that is legit? Is this the 1st notice or have they contacted you or your neighbor before? There are a lot of scammers out there so be careful, especially since you were given only 4 days to fix it, which is unreasonable.
