How about you sweep the entire area and be efficient - the entire areas is a disaster - as always - try the corner of Permian and 105 in general - YIKES - totally disaster zone. Has been for weeks. Never resolved from last clean up naturally as this has become a regular dumping ground due to lack of enforcement and prevention efforts.
You can add to the whole debacle with waste management now picking up illegal dumping via PWD. So even less is getting done. The residents of Oakland only enforcement of illegal dumping is if they witness the dumping and are willing to file a civil complaint against the dumpers with the Law Corps in the city attorneys office.
Not to mention the 30% loading on garage-recycling fees that are the product of the "Franchise Fee" which goes to the City - that "Tax" is a high burden disproportionate on small business and lower income naturally that far exceeds sales tax. I would try to obtain a transparent report on the use of those proceeds (30%) and to what they are earmarked if anything.
