USPS does not have sufficient street parking. Cars therefore block part of the right car lane and completely block the bike lane to create their own 'temporary' parking. Sometimes driver in car. Sometimes car abandoned with blinkers on. Situation seems to getting worse. Any irony that the PPA relentlessly pursues that vehicle parked legally on its first 30 seconds after time is expired, while turning a blind eye to these much more serious (and potentially much higher fine) "no stopping" violations??

sage, that's an unhelpful comment. this is a risk to motorists as well. what if the double-parker, oblivious to anyone but him or herself, decides to pull out as you steer around them. there's also the issue of motor vehicle traffic steering around these vehicles into the left most lanes of travel.
the complainant is speaking to an endemic problem where the "parking" authority is oblivious to any offence not committed in their spaces.

I have pursued the issue of cars blocking bike lanes with PPA by phone and email, and have never received an answer. That is, they have never called or emailed back. PPA personnel on the street have told me that cars parked in bike lanes could be nailed for blocking a traffic lane, but the the police would have to do it.. And if the police can no longer be bothered to respond to traffic accidents, well, I just don't see that happening.
PPA is going to put their people where they will rake in the most lucre (i.e, fines) for PPA. If there is a "no stopping" sign there, then presumably PPA can write tickets. I would take it up with them directly. The more they hear about problems there, the more they may be tempted to send someone by there to rake in fines.
