Really? I must be losing it, thanks for letting me know. I look at that wall almost daily. How can the city of Lowell turn a blind eye towards the graffiti? If I ran the city I would have a solid system in place to catch the violators and then have them conduct the removal all over the city.

I could probably dig up a photo I have of it myself from several months before. But whatever, because I agree with you. How about the lame murals at the base of the University St Bridge visible from the Northern Canal Walkway? So you'd have a system kind of like Somerville's Anti-Gang task force. I'm not really sure what you can do short of an Orwellian camera system covering every angle of the city. Disgruntled teens just have a knack for finding nooks and crannies where even a system like that can't reach. I think some of the problem here is that this area is, as far as I can tell, part of the National Park system. I could be wrong there but the issue remains that a lot of the public parts of the city of Lowell fall under multiple authorities both State, City AND Federal. In my interactions with them it is clear to me that who is responsible for what in some of the areas is unclear even to them. I've had City officials respond to issues while other City officials try to shift responsibility to UML or the NPS. A lot of the issue is monetary and time budgets being limited. But to a certain degree I think it's also good ol' Massachusetts municipal laziness. You might be better off just starting your own anti-graffiti citizens task force (or something to that effect) and getting some light grey paint and just going down and painting it over yourself. Hell, I'd be willing to help you even.

Oh I'd think that is worth a shot. The city officials have usually been pretty responsive when I've contacted them about issues. But I think this issue may lay with the National Park Service in that area. Honestly not sure.
