I've now seen three (3) cars go straight through an intersection. I believe that the problem is that the STOP sign isn't visible because there is a tree blocking it. The leaves dropping from the tree will help until springtime. I'd suggest moving the STOP sign onto the light pole closer to the curb and remove the metal pole that it's attached to now.
STOP sign in question is the one located on the corner of WGrace and Strawberry on the North East corner.

This situation with the low visibility Stop Sign needing to be moved to increase visibility has been formally reported to Richmond Traffic Sign Mgmt (#20020871401) so that proper inspection and handling can take place accordingly.
