I will look into it. The distributors of these bins are usually difficult to pin down, and do not apply for an encroachment permit.

I have notified Mr. Fred F. Cortopassi IV, Crowne Beach Parks Supervisor, and he will determine whether this is his property, or that of the General Services Administration (GSA). I have also emailed him a link to your SeeClickFix posting, sir.
As you are probably aware, Mr. Cortopassi is responsible for McKay Ave, since the federal government turned over most of the street to East Bay Regional Parks District (EBRPD). However, some areas are still owned by GSA. For those areas that are still owned by GSA, i.e. the portion of buildings on McKay Ave (actually 620 Central Ave), you can contact the GSA Lead Engineer, Mr. Joseph M. Mjelde at 510-337-9512, or joseph.mjelde@gsa.gov.
In the future, all SeeClickFix Service Request for EBRPD can be forwarded to him at fcortopassi@ebparks.org. EBRPD does not monitor SeeClickFix.
