After your acknowledgement I can add some more information. For years I've seen that basin accumulate stuff that can get so bad it smells like an outhouse if the rain doesn't wash it to the beach. My suggestion, made before the UV Treatment Plant, was to build a ramp high at the dam and sloped into the moat so that water won't collect in the basin.
The Daily paper article, 6/25/16, reported capping the moat bottom near the UV outflow to isolate the clean water from the bottom. I recall that the trench they dug to install the new pipe some time ago did reek of a similar septic smell.
Perhaps the ground is contaminated all along that old pipe path. Maybe $800.000 worth of bleach could sanitize the whole thing. I would expect that the pipe trench would contribute the human pathogens we should be concerned with and not so much the dog and goose droppings on the moat as usually incriminated. I need to be convinced that tests that measure a harmless bacteria should be used a criteria for closing the beach.

Over the last few weeks, I have looked at that area about 5-6 times and at different tides and wave conditions. The area looks to cleanse itself when the surf is higher and stagnant when there is little/no surf. The stream/moat are part of a natural environment and believe the ongoing weather/water conditions remedy the stagnant water that you photographed earlier.
