Cats don't travel in packs. DOGS travel in packs. Cats are SOLITARY.

I’ve seen these cats. This is a very bad situation. They appear organized. There is a very large yellow one that appears to be their leader. The pack is going though trash cans whenever left out. People are really scared. These cats are not afraid of people. They do not back down and are very aggressive toward people especially children and the elderly.

Ok, well... they're probably not "traveling" far then. Just roaming a local area. Defending their home turf, so to speak.
Have you tried calling Animal Control yet?

It would appear that the ferocious felines are gaining both confidence and ability as they continue their rampage through the area. Just today I encountered a band of them constructing some sort of catapult that I believe they intend to use to lay siege to the local residents. As I turned my camera towards them they quickly disbanded, but there's no question that their little paws are being put to some nefarious purposes. Citizens should beware.
