Description
Red traffic signal does not prevent cars from entering the intersection. This can be viewed daily from 7:30am to 8:30am M-F or through crash data.
This is most likely a direct failure of the City Manager who was paid $223,600 + perks (2015) to ensure safety of citizens of Raleigh among other illustrious responsibilities but this issue could also be viewed as a failure of the traffic signal.

I use that intersection daily, and I would agree that the new left-turn red traffic signal does not seem to stop cars - regularly 3 to 5 cars run that left turn after it turns red. All the change has done is clogged up traffic during the times when it WOULD be safe to turn left due to no oncoming traffic.
If you really want cars to stop failing-to-yield, I think the only solution would be to put a traffic camera.
