Best not to try to remove the shoes yourself in any way. Further, before you get frustrated it's important to note that shoes hung up on a power line is likely only an aesthetic problem, and not likely to rise very high on CL&P's list of priorities.
However, you can call CL&P to request a maintenance visit at 860-947-2000. Press "1" at the menu for "power outages and street light" issues and you'll get a person pretty quickly.
The trick is to give them a solid landmark to look for in the form of the number of the nearest utility pole.
Keep the number above handy and if nothing changes in a week or so, you may want to call them yourself. Squeaky wheel gets the grease.
CL&P have been called to my home 3 times to remove a tree that was damaged during the high winds last week. They came and acknowledged that this is a dangerous problem but have not been out to fix this before it comes an emergency... to me they are worthless, have fun looking at the shoes...
