6:45pm today, the traffic signal for eastbound William Street before Telegraph Ave did not detect my bicycle or give me a green light, while waiting right on top of the detector stencil.

Thanks for the response Tom. However, traffic signals use either an electromagnetic loop detector embedded in the pavement or a video camera to detect bike or car traffic and provide a green light. The little bike stencil painted at the intersection is placed to indicate where a bicyclist should wait in order to have the best chance of being picked up.
Sometimes a loop detector will need to be recalibrated or a camera lens will need to be cleaned, but these issues can be corrected so that the signal will react to bike traffic, which is why I have reported this one and many others in the past via SeeClickFix. City staff are very responsive to these reports, so if you notice anything similar I encourage you to report it here as well.
